“School Effect” on Property has been amplified through the new Changes to Singapore Primary One Registration

From 2022 onwards, New P1 registration rules come in as announced on Thursday (Sept 9) by Ministry of Education (MOE)


So, what are the changes and how does it impact the Parents moving forwards? Will property within 1km be more sought after  ?    


Before that, let have a look at the current 2021 Primary 1 Registration Phases

You have an older child who is currently studying at the primary school.


Phase 2A(1)


You are a former student of the primary school, and have joined as a member of the alumni association not later than 30 June 2020.


You are a member of the School Advisory or Management Committee.


Phase 2A(2)


You or another child of yours have previously studied in the primary school.


You are a staff member of the primary school.


Your child is currently in the MOE Kindergarten under the purview of and located within the primary school.


Phase 2B


You are a parent volunteer at the primary school, joined not later than 1 July 2020 and completing at least 40 hours of service by 30 June 2021.


You are a member endorsed by the church or clan directly connected to the primary school.


You are endorsed as an active community leader.


Phase 2C


If your child is eligible for P1 and has not yet registered in a primary school.


Phase 2C Supplementary

From 2022, Big Changes are taking place for the Primary One Registration


The Combining of Phase 2A(1) and Phase 2A(2)


This means that children whose parents are in the alumni association will not have priority above those who have parents or siblings who used to study in the school.


They will now compete in the same phase.


In 1999, priority for alumni members in Phase 2A(1) was introduced to encourage stronger alumni and community support.


Over time, more stakeholders including those from Phase 2A(2) have been actively contributing in their own ways to the schools.


And thus the timely to review the fine differentiation of priority between stakeholders in Phases 2A(1) and 2A(2) and combining them.

Each primary school will have to allocate 40 spots to pupils with no links for 2022.


In 2014, when MOE decides to set aside 20 places a year for Phase 2C. Since then, competition has intensified and usually oversubscribed for a number of primary school (1 out of 3 Primary school in 2021 vs 1 out of 4 School in 2014) .


And in the event of oversubscribed, that’s when Balloting will take place with priority given for home-school distance category as followed order:


1) Singapore Citizens (SC) living within 1km of the school.


2) SCs living between 1km and 2km of the school.


3) SCs living outside 2km of the school.


4) Permanent Residents (PR) living within 1km of the school.


5) PRs living between 1km and 2km of the school.


6) PRs living outside 2km of the school.


MOE said that the increase in the number of places under Phase 2C will be “in the educational interest of children, to help them spend less time travelling and have more time to pursue other interests, as well as for the convenience of the family”.


On top of this, applicants in Phase 2C will also be allocated two-thirds of the remaining vacancies from earlier phases while those eligible for Phase 2B, will be allocated one-third of the places.


Previously, remaining vacancies from earlier phases were split evenly between both phases.


And therefore, Home that are within the 1km of the school will have the extra amplified effect with the places double up.[/vc_column_text][vc_column_text]

MOE  will revise the methodology for calculating the distance between home and school for all primary schools, resulting in a slightly larger coverage of homes considered to be within 1km and 2km of the school of choice.


Children living closer to their school of choice have greater priority in all phases of the registration.


The new methodology is based on the shortest distance between any point on the boundary around the school to the applicant’s home.


This will lead to a more than 10 per cent increase in eligible applicants for each home-school distance category for every school.[/vc_column_text][vc_column_text]

For this affected group, they will be given exemption for 2022 Primary 1 registration exercise as a one-off arrangement.


On this changes, Some parent commented that with the new boundary extension, will mean more competition and of course, some previous home that do not qualify will now be able to qualify and perhaps enjoying the School Effect in term of the Property Values.[/vc_column_text][vc_column_text]

The vacant or delivery possession date of the property must be within 2 years of your child’s entry into Primary 1 and You also need to sign a letter of undertaking (LOU) to state that you will move into your new property within 2 years of your child’s entry into Primary 1.


If your child secures a school place through the home-school distance category priority, you must stay at the new address for at least 30 months starting from the time the family moves into the property.
